Description A native of Wilmington, NC, Howell was the founder and former chairman of the Art Department at UNC-Wilmington until his retirement in 1981. In 1985 he won the North Carolina Award in Fine Arts, the highest honor the state bestows on artists. Howell is best known for his paintings of coastal scenes in North Carolina.
